"Suspend" to "Bill" does not cause SIM card to activate

I am using Aeris Neo SIM cards with Pepwave Max BR1 routers for unattended kiosks.  I need data usage only occasionally for maintenance purposes.  Therefore I would like to leave the SIM card in "Suspend" state, until I need it, then put it into "Bill" state to access the kiosk.  However, I am finding that when I make this transition, the SIM card does not activate unless I reboot or reset manually, which requires an in-person visit.  Is there a way to do what I want without requiring an in-person visit?

Hi Cliff,

Thanks for the question. When data or SMS are transmitted to a Neo device in "suspend" state the device is automatically changed to "active-billed". The caveat is that all device state changes are executed system-wide at midnight GMT each day. For more information about SIM states please look here.
