Connecting to a IoT device with a sim card

We have been using your sim with a web base diagnostic system and it is working well.  I have been tasked with finding out the feasibility of connecting to our device directly from our computers without going through the web service.

My current ideas are to us ssh to do administrative tasks and vpn to when needing to connect to its own network.  I know for both of these solutions the services need to be turned on the device and respective ports opened.  I have used ssh in the past using computers and servers with domain names or static ip's.

My question is our sym cards appear to have dynamic ip's.  Do you know of a solution to use vpn or ssh with those dynamic ip's, or do they have a specific domain name to use so that we can connect even if the device reboots or is moved to a different cell tower?

This question is a question of connection not getting specific data, which I know we will have to work out for ourselves with software.
