Device not connecting to network

I am using Micron Prime AT Plus 3G devices with the Neo LTE/3G SIMs. I have one device that is sending data to my application (and working properly on the network) and the other device with the same configuration is not sending data to my application and does not seem to be working on the network.
Device on network: *17674
Device not on network: *17732
Both SIMs are in Bill status and both devices are setup to use
Your portal shows that both devices are sending data on the network.
Device on network: *17674 shows data packet as "Continued"
Device not on network: *17732 shows data packets as "Start" and "Stop"
When I force the bad device to transmit data, the data connection is green and I am able to ping the device (and it shows as alive), but no data is sent to the application.
However, when I program the device to send data via WiFi on the internet, the data is posted to the application.

Can you please compare the two device ICCIDs to see if there is any difference between their configuration?

The problem device will automatically continue to reboot every 3 minutes to try to register on the network, but it never connects.
