Why can't I uncheck Block Data in Traffic Policy?

I am not able to use a modem with sim that was operating normally a few months ago.  Now your portal is showing "Data - Allowed (All services blocked)" and I am unable to uncheck the box next to Block Data in the Traffic Policy window (the mouse turns into a circle-slash icon over the check-box).  The sim is being actively billed.
